British Government is considering proposals for an arrangement between the interested powers on following lines:- (1) entire opium business including rétail sale to be Government monopoly; (2) registration and licensing of opium smokers, to specify dally quantity allowed and shop at which it must be pur- chased;

(3) establishment of a normal ration on basis in first instance of actual experience in Far Eastern Possessions, but subject to periodical review. [Government think adoption of these proposals should be possible in British Possessions generally speaking but are aware that you feel some difficulty as to possibility of

reja registration in Hongkong owing to floating nature of large portion of population. It is thought difficulties need not arise if registration is limited to bona fide residents in the Colony,
